It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES.

About the role

The Senior Business Continuity & Resilience Specialist is a key and active participant of the Risk and Assurance team.

The goal of the function is to provide the development of a resilient business environment and the associated operating model at ESTA.

The main purpose of the role is to develop, plan, facilitate and build a resilient business environment and the associated operating model at ESTA. This will require leading the process of building robust business continuity and resilience management and linking these to disaster recovery systems; developing and maintaining the crisis management and business continuity frameworks; and leading the continuous improvement of related ESTA processes through process improvement initiatives.

 

Key accountabilities 

  • Ensure that appropriate business continuity, redundancy, and disaster recovery (DR) requirements and associated systems and processes, which reflect ESTA's operational and business needs, are in place for critical business functions.
  • Design and implement ESTA's Business Continuity strategy and supporting programs.
    • Manage ESTA's business continuity (BC) framework, systems, and processes:
    • Design, maintain and implement a tailored best practice Business Continuity and Resilience Management system to ensure business continuity requirements including compliance with relevant standards are clearly documented and communicated.
    • Integrate and align BC/DR governance activities ensuring consistency with other governance frameworks.
    • Design, implement and manage a fit for purpose Business Impact Analysis (BIA) process to determine the criticality of ESTA functions and identification of supporting systems and infrastructure.
    • Collaborate and engage with management and key organisational process owners to ensure ESTA's continuity and redundancy systems for critical processes are regularly tested.
    • Provide reports, information and advice as required to the Executive Leadership Team (ELT), Board, Audit and Risk Management Compliance Committee (ARMCC) and Enterprise Risk Management Compliance Committee (ERMCC) related to ESTA's Business Continuity and Resilience and its effectiveness.
    • Manage and track the Business Continuity & Resilience monthly forum
  • Work collaboratively with all stakeholders to ensure that BC/DR plans and actions are aligned, and embedded within ESTA's strategy, business plans and that these are consistent with ESTA's risk appetite.
  • In partnership with procurement and business contract owners, identify critical Third-Party suppliers, and review their BC plans for adequacy and currency. Where appropriate, ensure updates are made to business contracts as required.
  • Support ESTA services in the development, testing and execution of BC plans
  • Develop cross sector engagement – State Resilience Networks and Emergency Service Organisation (ESO) representatives to ensure ESTA's and the ESO's business continuity programs are cohesive and complementary.
  • Maintain the Enterprise Incident Management Policy and Framework, including the management of the Post Incident Review (PIR) process and implementation of actions across ESTA.
  • Develop and maintain ESTA's Crisis Management framework and lead and exercise crisis management plans.
  • Work closely with Emergency Communications Information Services (ECIS) and Emergency Communications Services (ECS) to ensure alignment between Critical Business functions, BC / DR plans, training and testing regimes and reflected in incident management processes.
  • As a key Risk and Assurance contact for incidents impacting an Agency, ESTA or Operations, be included in ESTA's internal notification list.
  • Promote the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with ESTA, Emergency Management Sector and Victorian Public Sector plans and policies.
  • Maintain a safe, positive and productive work environment free from discrimination, bullying and harassment; comply with ESTA policies and procedures
  • Other duties as directed by the Manager, Enterprise Risk and Assurance and Director Risk and Assurance, consistent with the above duties and responsibilities.

             

About you

To be considered for this opportunity, you will have the following: 

  • A Diploma/Tertiary qualification in Business Continuity or related discipline and/or 5 years' substantial experience in Business Continuity / Risk Management / Disaster Recovery The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting
  • Extensive experience in business continuity and risk management including emergency planning, disaster recovery, emergency / crisis response management.
  • Demonstrated ability and understanding in business continuity, risk management and compliance management
  • Strong interpersonal skills and the ability to work with a wide range of stakeholders
  • Strong report writing and presentation skills for both internal and external use
