About ESTA

The Emergency Services Telecommunications Authority (ESTA) is the statutory authority providing the critical link between the Victorian community and the State's emergency services agencies. It provides Victoria's 24-hour emergency call-taking and dispatch services, including Triple Zero, for police, fire, ambulance and Victoria State Emergency Service. ESTA also manages the provision of advanced, operational communications for Victoria's emergency services, supporting police, fire, ambulance and VICSES personnel in the field.


About the role

Reporting to the Executive Director, Governance and Strategy, the Senior Manager, Enterprise Program Management is a key and active participant of the Governance and Strategy department. The Senior Manager, Enterprise Program Management will oversee enterprise program planning and reporting as well as change management practices in accordance with ESTA's Project Management and Change Management Framework.

The variety and challenge in this role will come from the following duties:

  • Manage the coordination, oversight and monitoring of large-scale strategic projects and programs to support the organisation to effectively deliver its strategic objectives
  • Develop and manage appropriate project and program governance structures in accordance with the PM framework and identify and assess all issues, risks and interdependencies for the program
  • Lead the preparation, management, analysis and reporting on enterprise-wide project financials including the development of financial estimates, project budgets and cost performance against funding and budgets
  • Oversee the EPMO and Organisational Change Teams and delivery of related day-to-day functions

About you

To be considered for this fantastic opportunity, you will have the following:

  • Relevant tertiary qualification in Business or related discipline
  • Accreditation in Project Management (Agile, PRINCE2, PMBOK, or equivalent)
  • Previous experience in large, public profile projects
  • Highly skilled in leading and supporting an EPMO or PMO
  • Strong complex stakeholder engagement skills and proven ability to collaborate, negotiate and influence others to achieve outcomes
  • Demonstrated ability to lead a multi-disciplinary team with tight timeframes and deliver several activities simultaneously in a complex environment
