ESTA is the critical link between the Victorian community and the state's emergency services agencies and it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES.  Its vision is to be a high-performing team trusted by the community and our partners to deliver the right emergency response. About the role

The Governance and Strategy Department is responsible for delivering the corporate strategy, policy, and planning functions across the organisation. Working collaboratively with ESTA's executive, operational and support areas and key sector-wide, government and ministerial stakeholders, the department enables ESTA to deliver its strategic, operational legal and ministerial objectives effectively and efficiently. It does so through good governance and planning, responding strategically to changing demands and environments, effectively leveraging data and intelligence to inform operational response, championing a risk-based culture, ensuring compliance with systems and practices, and driving reform.

Reporting to the Senior Manager, Policy, Reviews and Inquiries, the Policy Officer is a key and active participant of the Strategy and Governance Department. The Policy Officer will provide policy and project management support, including preparation of high-quality briefings, papers, reports and submissions, along with contribution to progress and status reporting and development and implementation of identified projects and activities. 

Key Accountabilities

• Support the management of various projects relating to policy reform within the Policy and Planning Division.
• Prepare and maintain relevant project artefacts in accordance with relevant Project Management Framework/tools, including development of Project Management Plans, project controls, status reports, ensuring delivery to time, scope and budget.
• Contribute to and develop high quality briefings, papers, reports and submissions for a range of audiences, including Cabinet committees, the Minister, executives, governance bodies, partner agencies and stakeholders.
• Review, analyse and interpret recommendations from required reviews and inquiries and legal policy materials and support the development of strategic policy advice for senior stakeholders.
• Organise project related meetings and workshops, including preparation of agenda, meeting materials and minutes.
• Contribute to the development and implementation of identified projects relating to Reform Implementation, ensuring delivery to time, scope and budget.
• Identify, research, analyse, develop responses and provide advice on new, emerging and current strategic issues and opportunities relating to policy reform and the broader emergency management reform environment.
• Work collaboratively across the organisation and the team to deliver specific work packages to meet overall project or program objectives.
• Promote the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with ESTA, Emergency Management Sector and Victorian Public Sector plans and policies.
• Maintain a safe, positive and productive work environment free from discrimination, bullying and harassment; comply with ESTA policies and procedures
• Other duties as directed by your manager or delegate, consistent with the above duties and responsibilities.

About you

• Proven experience in contributing to the delivery of complex projects within tight timeframes and in a multi-stakeholder environment
• Strong attention to detail with the ability to prepare high quality accurate and detailed documents, reports and correspondence for senior stakeholders.
• Proven ability to analyse and interpret information from various sources and provide advice to senior stakeholders
• Supports the preparation of strategic policy advice for senior stakeholders.
• Proven understanding of the project life cycle and project methodologies
• Demonstrated experience working with a broad range of stakeholders
• Excellent interpersonal and communication skills in stakeholder engagement
• Excellent written and verbal communication and presentation skills
• The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting
