About ESTA

The Emergency Services Telecommunications Authority (ESTA) provides the critical link between the Victorian community and the State's emergency services agencies for police, fire, ambulance and Victoria State Emergency Service.  ESTA manages the provision of advanced, operational communications and provides Victoria's 24-hour triple zero ‘000' emergency call-taking and dispatch services.   ESTA's operational communications service is provided across three sites, with the goal for each facility to host emergency communications for all emergency services (police, fire abulance & SES).

About the role:

ESTA has established a SECC Tenancy Program which is a four year program of works to manage inter-related facility requirements over 2017 – 2021. 

That program has three sub projects being:

a)    World Trade Centre (WTC) replacement (relocation and expansion)

b)    Ballarat future-proofing projects

c)    State Incident facilities and their potential space (physical or virtual) requirements within ESTA (eg. SCC, ICCs, ROCs. SPOC)

The Program Manager will be responsible for ensuring the delivery of the above projects. 

Key objectives are to deliver the project to the satisfaction of the project customers and in accordance with agreed scope, costings, timeframes and quality following the Project Management Excellence Framework (PME).   The Program Manager will also be responsible for the application of adequate risk and issue management strategies.

The variety and challenge of this role will come from:

  • Manage project and change initiatives for the ESTA change portfolio
  • Development of appropriate project/program governance structures
  • Develop all key project artefacts including the development of a detailed Project Management Plan, risk log, issue log and change register, schedule and budget
  • Continually brief internal and external stakeholders on project progress through the development of a communication plan
  • Deliver all project all procurement and contract activities to meet the needs of ESTA and the projects.
  • Monitor, assess and report on overall progress of the project against cost, time and scope tolerances, quality, risk and benefits criteria.
  • Prepare, manage, analyse and report on project financials
  • Identify and assess all issues and risks for the project and prepare recommendations.] for review and decisions
  • To foster good staff relations both internally within ESTA and externally with ESOs, vendors and other project stakeholders.

You will have:

  • Demonstrated project management experience in complex facilities/accommodation projects, including site move projects and management of a small team
  • Strong stakeholder engagement skills with a focus on exceeding customer expectations and the ability to influence and obtain support
  • Demonstrated experience in the transition management of large mission critical systems.
  • Demonstrated experience in facilitating technical testing activities and device roll-out/logistical activities across large geographical areas.
  • A well-organised, independent approach with ability to handle pressure and deal with a wide range of stakeholders and conflicting views. Excellent written and verbal communication and presentation skills
  • PRINCE2 or equivalent project management qualifications
  • Exposure or qualification to agile/lean methodologies
  • Demonstrated experience in the public sector (probity, audit, public records, etc.), preferred.
